What is K-BPR?

A person who manufactures and imports biocidal substances and biocidal products in accordance with K-BPR, which came into force on
January 1, 2019, must obtain approval for biocidal substances and biocidal products in order to manufacture/import. The purpose of K-BPR is to protect public health and the environment and contribute to public safety by prescribing matters related to risk assessment of household chemical products, approval of biocidal active substances and biocidal products, and standards for biocidal products, etc.

    Household chemical product

    Chemical products used in everyday living spaces such as homes, offices, and multi-use facilities have the potential to cause chemical exposure to people or the environment.


    Household chemical products subject to safety confirmation

    Household chemical products that are designated and announced under Article 8(3) by the Ministry of Environment in recognition of their risks found from the risk assessment under Article 8 (1) of K-BPR

    • A person who intends to manufacture/import household chemical products subject to safety confirmation for which safety standards have been announced must obtain confirmation from a testing institution, and those who have obtained safety standard conformity must notify product information, ingredients, content, etc. to the Minister of Environment.

    • A person who intends to manufacture/import household chemical products subject to safety confirmation for which safety standards have not been announced must obtain approval from the Minister of Environment.
