[동향보고] 미국, TSCA 고 우선순위 물질 예상범위(안) 발표

□ 미국 환경보호청, TSCA 높은 우선순위 물질의 위해성평가 범위(안) 발표

○ 미국 환경보호청(Environmental Protection Agency, EPA)은 독성화학물질관리법(TSCA)의 위해성평가 절차에 따라 기존화학물질 중 높은/낮은 우선순위 물질(각 20종)을 선정(3월) 하였으며, 높은 우선순위 물질 중 13종 물질에 대한 위해성평가 범위(안)를 발표함

- 해당 물질들은 향후 위해성평가 결과에 따라 인간 또는 환경에 불합리한 위해 여부에 따른 위해관리 조치 예정

○ 위해성평가 범위(안)는 각 물질에 대한 사용조건, 유해성, 노출 잠재성, 취약집단의 노출 잠재성 등을 포함하며 위해성평가를 위한 고려사항을 기재함

○ 위해성평가 범위(안)를 발표한 높은 우선순위 물질(13종)은 다음과 같음

- 염화 용매(7종)

· 1,1-dichloroethane

· 1,2-dichloroethane

· 1,2-dichloropropane

· o-dichlorobenzene (benzene, 1,2-dichloro-)

· p-dichlorobenzene (benzene, 1,4-dichloro-)

· trans-1,2- dichloroethylene (ethene, 1,2-dichloro-, (1E)-)

· 1,1,2-trichloroethane

- 할로겐 난연제(3종)

· 4,4'-(1-methylethylidene)bis[2, 6-dibromophenol] (TBBPA)

· phosphoric acid, triphenyl ester (TPP)

· tris(2-chloroethyl) phosphate (TCEP) (ethanol, 2-chloro-, 1,1',1''-phosphate)

- 기타 물질(3종)

· ethylene dibromide (ethane, 1,2-dibromo-, or EDB) ? an intermediate for dyes, resins, waxes and gums, that was historically used as an additive in leaded gasoline

· 1,3,4,6,7,8-hexahydro-4,6,6,7,8,8-hexamethylcyclopenta [g]-2-benzopyran (HHCB or galaxolide) ? a fragrance ingredient

· 1,3-butadiene ? a chemical intermediate, also polymerised to produce synthetic rubber

□ 산업계 영향 및 대응방안

○ TSCA 위해성평가 결과에 따라 화학물질의 제조·수입·사용 금지 등 규제조치가 이뤄질 수 있으므로, EPA의 위해성평가 물질 및 진행현황을 지속적으로 모니터링 필요
