[동향보고] EU, REACH 부속서17 (제한물질 목록) 개정 예정

2020년 4월 23일, 유럽위원회는 제한물질목록에 관한 REACH 부속서 XVII의 개정(안)*을 WTO에 통보하였습니다.

* COMMISSION REGULATION (EU) amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of

the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), as regards carcinogenic,

mutagenic or reproductive toxicant (CMR) substances, devices covered by Regulation (EU) 2017/745 of the European Parliament

and of the Council, persistent organic pollutants, certain liquid substances or mixtures, nonylphenol and testing methods for

azocolourants

본 개정안은 다른 규정과 중복 규제되는 일부 물질들을 REACH 규정 제한물질 목록에서 제외하거나, 물질 시험방법, 분류 표지

등 기술적 개선사항 등을 반영하였으며, 주요 내용은 다음과 같습니다.

• 잔류성유기오염물질에 관한 규정(EU 2019/1021)에서 규제하거나 규제 대상에 포함될 3종 물질(pentachlorophenol and its

salts and esters, bis(pentabromophenyl)ether and perfluorooctanoic acid and its salts)을 제한물질 목록(22, 67, 68번)에서 제외

• 의료기기 규정(EU) 2017/745의 적용 대상 기기에 대해서는 28~30번 제한물질 목록의 제한사항에 대해 면제

• 부속서 부록 1~6까지의 제목에서 Directive 67/548에 따른 CMR(발암성, 돌연변이성, 생식 독성) 분류에 대한 구식 참조 삭제

• 부속서 부록 10에서 아조염료(azocolourant) 시험방법 참조 업데이트

• 제한물질 목록 46번 노닐페놀(nonylphenol)의 CAS 및 EC 번호를 삭제하여 그외의 노닐페놀의 이성질체(isomer)가 규제를 적

용 받도록 조치

본 개정(안)은 2020년 4분기에 채택 예정이며 공보 개재 후 20일 이후에 발효되나 물질별로 본 법 발효 후 6개월 후, 2021년 10

월 이후로 각각 적용됩니다.
