[동향보고] 스톡홀름 협약에 따른 PFOA 금지, 제한 규제 160개 이상의 국가에서 발효

 2020년 12월 3일, 잔류성유기오염물질에 관한 스톡홀름 협약*에 따라 전 세계 160개 이상의 국가에서 PFOA 및 그 염류, 혼합물의 사용과 생산을 금지하는 규제가 발효되었습니다.

* UN's Stockholm Convention on persistent organic pollutants (POPs)

본 금지 규제는 2019년 5월에 개정된 스톡홀름 협약 부속서 A가 발효된 것으로, 150 여종의 PFOA 관련 물질들이 특정 용도를 제외하고 금지 또는 사용 제한 대상이 됩니다.

ㅇ 5년간 유예 후 사용 금지

- 소방 거품(firefighting foam)

- 반도체 포토리소그래피 또는 식각 공정(photolithography or etch processes in semiconductor manufacturing)

- 필름에 적용하는 사진용 코팅(photographic coatings applied to films)

- 근로자 건강과 안전을 위협하는 위험물로부터 근로자를 보호할 목적의 방유 및 발수 섬유(textiles for oil and water repellency forthe protection of workers from dangerous liquids that comprise risks to their health and safety)

- 침습 및 이식형 의료기기(invasive and implantable medical devices)

- 불소화 폴리머 제조(manufacturing fluorinated polymers)

- 차량 내장재용 플라스틱 부속품 제조(manufacturing plastic accessories for car interior parts)

- 전선 제조(manufacturing electrical wires)

ㅇ 사용 제한

- 반도체 용 포토 이미징, 포토 레지스트 및 반사 방지 코팅(photo-imaging, photo-resist and anti-reflective coatings forsemiconductors)

- 화합물 반도체 및 세라믹 필터용 에칭제(etching agent for compound semiconductors and ceramic filters)

- 항공유압유(aviation hydraulic fluid)

- 의료기기 일부(certain medical devices)

- 반도체 및 LCD 산업용 포토마스크(photo masks in semiconductor and LCD industries)

- 장식용 금속 도금(decorative metal plating)

- 일부 컬러 프린터 및 복사기 용 전기전자부품(electric and electronic parts for some colour printers and colour copymachines)

- 붉은불개미 및 흰개미 방제용 살충제(insecticides for control of red imported fire ants and termites)

- 화학적으로 구동되는 석유 생산(chemically-driven oil production)

스톡홀름 협약 184개 당사국 중 PFOA 금지 및 제한 규제가 온전히 반영되지 않은 국가는 아래와 같습니다.

ㅇ 미 반영 - 일본 (단계적 금지 일정이 확정되지 않아 자국법에 미 반영)

ㅇ 선택적 반영 - 아르헨티나, 호주, 바레인, 방글라데시, 보츠와나, 캐나다, 중국, 과테말라, 인도, 한국, 몰도바, 러시아, 슬로베니아, 우즈베키스탄, 베네수엘라, 모리셔스, 미크로네시아, 바누아투
